Administrative Court E-System 
A key task of the MCCA2 project is to provide a case management system for the Administrative Court, ensuring that the IT system it develops for the new court is compatible with the Integrated Case Management and Information System (lCMIS) now operational in Albanian courthouses.

On one hand, the IT system would enable efficiency in the internal management of the work flow within the Court, and on the other, facilitate access to public information from the court's activity as well generate statistics about case loads, backlog, time to resolution, and other elements of the court's work.

The administrative case management system of the Administrative Court features a complete set of standard, ready-to-deploy, and easy-to-customize case management functions, as defined by international standards, with source books and manuals for each function.

These functions include:

(1) case creation and participant indexing,
(2) case event register,
(3) scheduling,
(4) calendaring,
(5) document generation/processing,
(6) hearings,
(7) disposition,
(8) execution and compliance,
(9) case closing,
(10) file, document, and property management,
(11) security and data integrity, and
(12) management/statistical reports.

The application process for membership in the Tax Council begins

By September 23, 2010, chambers of commerce and industry, business associations, professional associations of accountants and accounting experts, other professional associations established by special law, as well as other non-profit organizations that represent large taxpayers’ groups would be able to submit at the Ministry of Finance their applications for membership in the Tax Council.

Established based on an April 2010 amendment of the law “On Tax Procedures in the Republic of Albania”, with support by MCCA2, this Council serves as a consultative body and a technical cooperation forum between the Ministry of Finance, General Directorate of Taxation, and taxpayers. Its purpose is to discuss and propose measures to ensure implementation of the tax legislation at a lower administrative cost for the tax administration and lower financial burden for the taxpayers.
