National Licensing Center E-system 
Using contemporary IT solutions, NLC functions based on an  EU-compliant IT system, which automates the process of licensing and enables a step-by-step tracking of the application progress.

After the applicants submit their applications to the NLC along with all required documentation, the NLC specialists electronically forward the files to the competent institutions for their review. The latter notify NLC also electronically, through the system, regarding their decisions.

On his end, the applicant may track the progress of the process through the NLC website:
www.qkl.gov.al. Upon conclusion of procedure or completion of the legal term for the requested license or permit, the applicant visits the NLC to obtain the certificate.
 

National Register of Licenses and Permits

With the opening of NLC, the business community and the public at large will have a web-based access to the National Register of Licenses and Permits, which guarantees transparency of information in the field of licenses, authorizations and permits. The entire information contained in this register may be found in the NLC website.

Apart from the information related to the entire process of application for a license, authorization or permit, or for its renewal, the National Register of Licenses and Permits includes also the following: 

Ÿ Announcement of licenses, authorizations and permits issued through the NLC or through other public central and independent institutions. Each license or permit comes into effect only after publication in this register, except when the entry into force of the act approving this license or permit depends on its publication in the official gazette; 
Ÿ List of licenses, authorizations and permits issued through the NLC; 
Ÿ List of licenses, authorizations and permits administered directly by other public central or independent institutions without go through NLC.

Upon conclusion of the process to digitalize the existing licenses, a list of all licenses, permits and authorizations that have been issued until now in Albania would also be found in the register.

The fourth MCCA2 quarterly newsletter is published
