National Planning Register E-System 
The MCCA2 project will develop an information management system for issuing building permits, which will be piloted through the Ministry of Public Works and the new National Agency for Territorial planning, in five municipalities, including Tirana.

This system will include a core permit tracking and inspection module, which will enable investors to register, consolidate, and track information related to a building permit application from start to finish. The core module will be a centralized data repository that stores information and automates its flow from various sources, including national and local territorial planning authorities. This flexible system will facilitate the issuance of building licenses and will allow for recording and retrieving data appropriate for various permits or decisions.

In addition to tracking specific applications, the National Planning Register (NPR)’s new software will enable local and central authorities to easily access information about ownership and title status of specific lands within their jurisdictions.

Thus, NPR will be both a web-based repository for planning/building codes, guidelines, and announcements, as well as an interactive building permitting tracking system. The project will design, develop, and deploy an integrated, web-based software solution, capable of handling also a geographic information system database. This system will allow automatic compliance checks for new permit applications, and will identify regulating bodies that must be consulted for approval, based on the attributes of the proposed plan or permit.

The NPR system will be connected to the same data exchange framework used by the NRC, GDT, NLC and other relevant authorities and agencies as determined by the law.
