Tax E-System 
Stage I of the MCC Albania Threshold Program provided an important contribution in overhauling the tax administration IT system. It included:

ü Introduction of the e-filing option for the Value Added Tax returns, the employment income tax, the profit tax, as well as social security and health witholdings in Tirana and Durrës;

ü Enabling the capability to e-pay tax returns;

ü Enabling an online taxpayer ledger to allow them access to their tax information;

ü Building of a customer relationship management system for improving taxpayer service;

ü Enhancements of the tax administration web site: www.tatime.gov.al, offering access to services such as downloading of tax forms, the e-filing system, as well as tax information and instructions for taxpayers.

Under stage II the MCCA2 program supports the expansion of e-filing services to all taxpayers, and refining the IT system underpinning e-filing, including the taxpayer account summary (the ledger) and other features. It also supports improved connectivity of the Integrated Tax System (ITS) with regional offices, improved quality of its data archives and ensure compatibility with taxpayers services, such as e-filing.

In addition the project also supports the electronic system to select tax returns for audit based on risk analysis installed at the General Directorate of Taxation.

The application process for membership in the Tax Council begins

By September 23, 2010, chambers of commerce and industry, business associations, professional associations of accountants and accounting experts, other professional associations established by special law, as well as other non-profit organizations that represent large taxpayers’ groups would be able to submit at the Ministry of Finance their applications for membership in the Tax Council.

Established based on an April 2010 amendment of the law “On Tax Procedures in the Republic of Albania”, with support by MCCA2, this Council serves as a consultative body and a technical cooperation forum between the Ministry of Finance, General Directorate of Taxation, and taxpayers. Its purpose is to discuss and propose measures to ensure implementation of the tax legislation at a lower administrative cost for the tax administration and lower financial burden for the taxpayers.
