Civil Society Engagement - Monitoring
The MCCA2 project will be supporting several monitoring initiatives by Albanian civil society organizations (CSOs).

To jumpstart the process, in March and April 2009 it gathered expressions of interest by Albanian CSOs and networks, including business associations, that desired to benefit from our program’s tailored technical assistance and funding in support of innovative and effective capacity development, advocacy and monitoring initiatives, in the following areas of interest:

• Court administration
• Tax administration
• Business licenses
• Territory planning
• Drafting legislation and secondary legislation
• Training for public officials
• Anticorruption efforts
• Watchdog/monitoring activities
• Opinion polling and surveys
• Public education
• E-government

The program invited all interested CSOs and networks, including business associations, to submit a Letter of Expression of Interest for cooperation in one or more of the above-mentioned areas, and a Statement of Key Qualifications which included concrete information on major projects completed by the organization and/or its key personnel in the program’s areas of interest, as well as qualifications and experience of key staff.

The next step is the issuance of the two rounds of Calls for Proposals, which would detail the specific areas of interest and the award process.
