Administrative Courts Public Outreach 
In conjunction with the Administrative Court, the MCCA2 project will help the Albanian government to develop an information campaign aimed at familiarizing the public with the new court.

As administrative justice is a new concept in Albanian, there will be a need for public information to advertise the court’s creation and purpose and encourage parties to register complaints or appeals at the Court.

The campaign will target the business community, lawyers, government agencies, and the general public. The campaign will have various aspects, such as brochures, television and or radio spots, a court “open house,” and workshops that inform audiences about the new courts, what their jurisdiction is, how to access them, and how to use the numerous tools to find information about court activities, such as the web site, public kiosks in the court building, and the online database of court decisions. 

The project will also help to develop protocols ensuring public access to hearings/trials. It will support the creation of a court Public Information Unit by developing a scope of work for the unit, creating procedures, and providing training on public relations in general and handling notorious cases in particular. The project will also train court personnel in relevant skills, such as how to maintain public but orderly courtrooms.

The application process for membership in the Tax Council begins

By September 23, 2010, chambers of commerce and industry, business associations, professional associations of accountants and accounting experts, other professional associations established by special law, as well as other non-profit organizations that represent large taxpayers’ groups would be able to submit at the Ministry of Finance their applications for membership in the Tax Council.

Established based on an April 2010 amendment of the law “On Tax Procedures in the Republic of Albania”, with support by MCCA2, this Council serves as a consultative body and a technical cooperation forum between the Ministry of Finance, General Directorate of Taxation, and taxpayers. Its purpose is to discuss and propose measures to ensure implementation of the tax legislation at a lower administrative cost for the tax administration and lower financial burden for the taxpayers.
