Tax Administration Public Outreach 
Central to MCCA2's support for the reform in the tax administration is the creation of mechanisms for public oversight and consultation, and the improvement of service to taxpayers in Albania.

In attaining these goals, the role of the MCCA2 project will be:

To assist with the creation and operation of a Taxpayers Consultative Council to institutionalize consultation between the public and private sectors on issues affecting taxpayers;
To help establish a Taxpayers Advocate Office to ensure taxpayer rights are protected, and
To support the opening of regional taxpayer service centers.


Taxpayers Consultative Council

During stage I, the MCC Albania Threshold Program facilitated several round table discussions as the Ministry of Finance and the General Directorate Taxation (GDT) engaged energetically in public consultations leading up to the enactment of the tax procedures law.

The project will leverage this successful experience to provide momentum for a permanent consultative body that institutionalizes public oversight and consultation in administrative policy matters. The Taxpayers Consultative Council will include members from business, academia, and tax practitioners from the accounting/legal professions. Its mandate will be to provide the GDT with feedback and seek solutions that improve voluntary compliance. 


Taxpayers Advocate
 
The establishment of the Taxpayer Advocate’s Office will likely both produce constructive suggestions for systemic change and help resolve individual taxpayers’ complaints. The project will provide infrastructure, organizational, training, and public-outreach assistance similiar to that provided during stage I to the Procurement Advocate’s Office. 


Regional taxpayer service centers (TSC)
 
The project will help the GDT’s Taxpayer Service Directorate establish regional TSCs, replicating the existing one in Tirana, build with support from the Stage I MCC Albania Threshold Program.

The fourth MCCA2 quarterly newsletter is published
