Tax Administration Reform 
The Tax Component of the Millennium Challenge Corporation Albania Threshold Program II continues the successful work carried out under Stage I towards establishing a modern tax administration that conforms to international best practices and reduces corruption in tax collection. It will focus on reorganizing the tax administration pursuant to the 2008 tax procedures law, and expanding the availability and use of e-tax services.

The outcomes of the project's engagement in the tax administration reform include: 

Functional and geographic reorganization of the Tax Administration completed. Based on an August 2008 reorganization package, the Program will improve strategic planning, reduce the number of branch tax offices, eliminate the tax police, and consolidate several tax processes.
Investigation mechanisms established. The program will establish a new internal investigation unit, develop a code of conduct for tax employees, and establish of a phone hotline for corruption complaints. It will also develop procedures for a Criminal Investigation Directorate, while improving and expanding a risk-based audit selection system. 
Taxpayer assistance programs established. The program will establish a Taxpayers Consultative Council that will strengthen public oversight and consultation in tax policy matters, create the Office of the Taxpayers’ Advocate and establish regional Taxpayers Service Centers, replicating the center in Tirana, built during Stage I. 
E-filing and e-payment expanded to all taxpayers. Continuing the tax e-services roll out begun in Stage I, the program will make e-filing and e-payment available to all taxpayers, who will be also able to access their tax information online.

The expected outcomes include:
 
• Reported and perceived corruption in the Tax Administration is diminished.
• Branch tax offices are reduced from 37 to 15.
• An Internal Investigative Unit to investigate allegations of misconduct is established, alongside a corruption complaint hotline.
• A code of conduct for tax employees that establishes standards for integrity is developed.
• The risk-based audit selection system becomes fully operational and auditors are trained.
• The Criminal Investigation Directorate is established to enforce the laws against tax evasion and fraud.
• Up to five regional walk-in service centers are opened around the country to assist taxpayers.
• A process of consultation on tax laws and procedures between tax officials and taxpayers is put firmly in place through the Taxpayers Consultative Council.
• Tax e-services are expanded to all taxpayers in Albania.
